Petra Lugtenburg is Director-General for Civil Aviation and Maritime Affairs at the Ministry of Infrastructure and Water Management. In this role she works with the team of directors and the staff of the directorate-general to develop future-proof policy for the aviation and maritime sectors. Both these sectors operate in a dynamic, international context.

From August 2018 to June 2025, Petra Lugtenburg was Director-General for the Budget at the Ministry of Finance. Before that, she was Director of Finance and Control at the Ministry of Defence. She previously worked at the Ministry of Social Affairs and Employment as head of the Financial and Economic Affairs Department, director of the Employment Capacity programme and head of the Reintegration and Participation Division.

Petra Lugtenburg studied Public Administration at Leiden University and Erasmus University Rotterdam. She is married and lives in Leiden.
